I wanted to weigh in on this thread to confirm what newgame and Anon Warrior posted above.

Taiwanese accounts in good standing will be migrated to the North American servers. Regular accounts will continue to function as normal, and any player with a monthly account will be upgraded at no charge. Account migration is the best solution that balances the need to provide a good playing experience (keeping the economy stable) and also to continue to provude service to the Taiwanese player base.

I have a question. Because I live in the US and would like to add more character slots to my account, would it be possible for a Taiwanese account user to use the in-game store function?

Yes it will. The latest update allows all migrated Taiwan accounts in good standing to access the in-game store:
